National Democratic Institute Election expert, Ms Holly Ruthrauff says that electoral reforms are not about Zimbabwe Election Commission (ZEC).
Ms Ruthrauff said this today when she paid a courtesy call on the Speaker of House of National Assembly, Advocate Jacob Mudenda. She said her organisation would continue working with Parliament of Zimbabwe as it is the bedrock of all legislative acts and laws.
Briefing journalists at Parliament Building in Harare today, the NDI expert said they were still working on the July 2018 harmonised election report but was quick to point that she was impressed by the positive steps the Parliament of Zimbabwe was taking in working on legislative acts.
"We discussed on how electoral process and how the country is working on the recommendations from different observer missions," she said.
“I am encouraged by the positive attitude and lam appreciating what the Government has so far done in a short period," she said.
She said her visit to Parliament was premised on the fact that all laws are debated and made in Parliament.
"All reforms, whether electoral or any other, are deliberated in Parliament," she said.
She said she had a tight schedule and would see other organizations and political parties in her second visit sometime in June.
She said her mission was to find out what the country was doing to work on the recommendations.
