There is on-going rampant corruption at the Harare City Council (HCC) as some dead and retired workers still appear on the payroll with their salaries being pocketed by some top bosses.
A source who spoke to this publication said that top bosses at HCC devised a plan to enrich themselves by allowing ghost workers to continue appearing on the payroll while pocketing the money.
“There is rampant corruption at Harare City Council. Some top bosses have devised a plan to fleece the Council by allowing ghost workers to continue appearing on the payroll while pocketing the money. The Council has over 600 ghost workers who still appear on the payroll. The management is not making efforts to resolve this anomaly as they are benefiting from it,” said the source.
According to the source, Harare City Council acting human capital department manager, Mr Bosman Matengarufu and Mayor, Jacob Mafumhe was behind this scam of paying ghost workers.
“Matengarufu and Mayor Mafume are behind this scam of paying salaries to ghost workers. Can you imagine that Councillor Norman Makondo of ward 43 (Budiriro 4 and 5) who died last year in February is among people still appearing on the Council’s payroll. Humbavha hwacho hunonyadzisa,” said the source.
The source added that the duo of Matengarufu and Mafumhe was also blocking the return of Harare City Council town clerk, Engineer Hosiah Chisango who has been cleared by the courts of corruption charges.
According to the source, there is fear among Matengarufu and Mafume that the return of Engineer Chisango would jeopardize their plans to milk the Council coffers through shoddy deals.
Efforts to get a comment from HCC interim spokesperson, Innocent Ruwende were futile as his mobile phones were not reachable.
