Government has signed a landmark Memorandum of Understanding (MOU) with Qatari investment firm,Almansour Holding, paving the way for large-scale collaboration in the housing and infrastructure development sector.
The agreement, formalised in Harare yesterday, was signed by Engineer Kudzanayi Chinyanga, Secretary for National Housing and Social Amenities, on behalf of Zimbabwe, and Mr. Nidal Ammache, CEO of Almansour Holding, representing the Gulf-based investment giant.
In a statement released on its official X page,yesterday, the Ministry of National Housing and Social Amenities said, “The MOU signifies a major step in our efforts to attract global partners in housing development. This collaboration with Almansour Holding will accelerate our Public-Private Partnership (PPP) model and improve access to affordable and modern housing”.
Zimbabwe will take responsibility for providing key technical documentation, such as layout plans, site plans, survey diagrams, and engineering designs for the identified housing projects.
The partnership also includes joint field visits and collaborative technical assessments,” the Ministry added.
Speaking to the media about the development, EngChinyanga said the partnership was a product of high-level engagements initiated earlier this year.
“This agreement builds on the fruitful discussions we held with the Qatari delegation, in March 2025, which were facilitated by Ambassador Mahomed Jassat, Chief Advisor to the President on Global Affairs,” he said.
He added that the Ministry had already shared conceptual designs for future developments, including the construction of 70 blocks of flats in Harare.
“The MOU will unlock a new chapter in project planning, beginning with site identification, feasibility studies, and due diligence,” he noted.
Almansour Holding is expected to bring financial muscle, technical know-how, and cutting-edge construction technologies to the table, strengthening Zimbabwe’s capacity to deliver on its national housing targets.
“The collaboration is not just about buildings, but about transforming lives through sustainable urban development. This is in line with the Government’s Vision 2030, which aims to ensure that every Zimbabwean has access to decent shelter and modern social amenities,” Eng Chinyanga said.
The Ministry hailed the partnership as a strategic move that will boost foreign direct investment into Zimbabwe’s infrastructure sector and create much-needed employment in the construction industry.
Further project rollouts under the MOU are expected to begin after completion of feasibility processes and formal project approvals.
