Cabinet has approved the Proposed Doctrine of Zimbabwe’s Foreign Relations and International Cooperation, which will serve as the country’s guiding framework in international engagements.
During the first Post-Cabinet press briefing, held today, Minister of Information, Publicity and Broadcasting Services, Jenfan Muswere, said the doctrine aligns with President EmmersonMnangagwa’s vision for Zimbabwe’s foreign policy and is anchored on constitutional principles that uphold the country’s sovereignty, dignity, and economic prosperity.
“The doctrine provides guidelines for Zimbabwe’s foreign policy based on His Excellency the President’s decisions on the country’s international relations, in compliance with the Constitution of Zimbabwe,” he said.
According to Minister Muswere, the doctrine is structured around key principles that define Zimbabwe’s global outlook. These include the commitment that “Zimbabwe is a Friend to All and Enemy to None,” which underscores the nation’s pursuit of peaceful and cooperative international relations. He further emphasized that the policy framework promotes inclusivity through the principle of “Leaving No One and No Place Behind.”
“The ultimate objective of our foreign policy is to foster a society that is free, democratic, and prosperous, where people lead happy and fulfilling lives. The doctrine affirms Zimbabwe’s long-standing stance that “Nyika Inovakwa Nevene Vayo”reinforcing Government’s push for national self-reliance,”he said.
Minister Muswere also highlighted Zimbabwe’s continued openness to global investment under the “Zimbabwe is Open for Business” principle, while stressing the importance of intellectual and ideological self-liberation through “Chimurenga Chepfungwa” (Liberation of the Mind).
“We remain steadfast in our commitment to economic diplomacy and national development, while ensuring that our engagements are mutually beneficial,” he said.
The doctrine further cements Zimbabwe’s sovereignty as an inviolable principle, with Minister Muswere declaring: “Zimbabwe will forever be a sovereign and independent state this reflects Government’s resolve to safeguard the nation’s autonomy in all foreign engagements.”
He also assured that the Ministry of Foreign Affairs and International Trade will implement the doctrine to advance Zimbabwe’s global interests.
“This doctrine shall guide the approach of the Ministry in ensuring that Zimbabwe’s foreign policy is effectively applied to guarantee the integrity, dignity, and prosperity of our country,” he said.
Meanwhile, the adoption of the doctrine comes as Zimbabwe continues to strengthen diplomatic and economic ties with various nations under President Mnangagwa’s engagement and re-engagement drive.
