Govt approves amendments to Postal and Telecommunications Act

Government has approved principles for amending the Postal and Telecommunications Act [Chapter 12:05], a move aimed at enhancing operational efficiency, financial accountability, and alignment with global best practices in the communication sector.

This was announced by Minister of Information, Publicity, and Broadcasting Services, Dr. Jenfan Muswere, during a post-Cabinet media briefing in Harare last evening.

Dr. Muswere highlighted that the amendments, proposed by the Minister of Information Communication Technology, Postal and Courier Services, Honourable Tatenda Mavetera, were designed to modernize the management of the Universal Services Fund (USF).

"The Amendment will ensure specialised expertise, operational efficiency, financial accountability, policy coherence, and alignment with global best practices in terms of the utilisation of the Universal Services Fund," he stated.

The Universal Services Fund, which is key to promoting universal access to communication services, will benefit from enhanced management strategies under the proposed amendments.

According to Dr. Muswere, these changes will not only improve fund governance but also ensure that Zimbabwe achieves its goal of providing reliable communication services to all citizens, particularly in underserved areas.

“The effective management and utilisation of the fund will contribute significantly to the goal of universal access to communication services in Zimbabwe,” Dr. Muswere added.

Analysts have praised the Government's decision, describing the amendments as a critical step toward improving digital inclusion and communication infrastructure in the country.

Telecoms analyst, Tendai Chiromo, commended the move, stating, "This is a welcome development that will ensure the Universal Services Fund is used more effectively to bridge the digital divide. With a focus on global best practices, Zimbabwe is positioning itself to deliver communication services that are both inclusive and sustainable."

Another analyst, Dr. Rumbidzai Mlilo, an expert in ICT policy, noted that the emphasis on financial accountability and operational efficiency will build trust and encourage innovation in the sector.

"By aligning the management of the fund with international standards, Zimbabwe is setting a solid foundation for long-term growth in the ICT sector. This will not only benefit rural communities but also enhance the country's overall competitiveness," she said.

The amendments to the Postal and Telecommunications Act come at a time when Zimbabwe is intensifying efforts to expand communication infrastructure and improve service delivery in line with its digital economy strategy.

The updated framework is expected to attract greater investment and facilitate innovation, creating a more inclusive and accessible communication landscape for all Zimbabweans.
