Analysts applaud launch of Devolution Manual

The launch of the Devolution Manual by Government, in Harare yesterday, has garnered significant praise from analysts who see it as a critical step towards achieving the country’s Vision 2030.

Persistence Gwanyanya, a renowned economic analyst, lauded the manual for its potential to drive economic growth and development.

“This manual is a game-changer. It empowers local authorities, ensuring that economic growth is community-based and people-centred. It is a testament to Government’s dedication to creating a more equitable and prosperous Zimbabwe,” Gwanyanya said

Innocent Macheka, a governance expert, highlighted the importance of the manual’s accountability and transparency measures.

“The clear guidelines for fiscal grant utilisation will prevent mismanagement and foster trust in government initiatives.

The manual also addresses regional developmental disparities through an allocative formula that ensures fair resource distribution. This approach is very significant as it has potential to uplift historically underserved areas,” Macheka added

Farai Gwasa, a policy analyst, emphasized the manual’s role in sustainable infrastructure and service delivery.

“By strengthening institutional frameworks, the manual ensures that no community is left behind in our developmental agenda,” Gwasa noted.

Meanwhile, Government’s commitment to Vision 2030, which aims to make Zimbabwe an empowered and prosperous Upper-Middle Income Society, is evident in the Devolution Manual. The manual includes measures to fulfill constitutional mandates, such as allocating not less than five percent of national revenues to Provinces and Local Authorities.

In addition, the Devolution and Decentralisation agenda aims to uphold the constitutional mandate of devolving powers to lower tiers of Government. By decentralising decision-making, the Government hopes to promote equitable and sustainable development across Zimbabwe.

As Zimbabwe moves towards Vision 2030, the Devolution Manual is expected to play a crucial role in ensuring inclusive and just governance.
