Parliament legislative agenda commended: Analysts

Picking from President Emmerson Mnangagwa’s call for Parliament to urgently harness laws for development, political analysts have commended him for rolling out a successful legislative agenda that will enhance livelihoods, the Harare Post can report.

In an interview with this publication, political analyst Blessed Gambiza hailed the President’s willingness to develop the livelihoods of Zimbabweans by shifting parliament to focus on ensuring that laws for development are harnessed to help the country achieve Vision 2030.

“It was a good indication of focus by President Mnangagwa yesterday, as he laid 29 bills that are important for the implementation of development objectives in the country. I know he has stated repeatedly that he wants to focus on achieving NDS1 goals and growing the economy of Zimbabwe, but his call to prioritise the legislative agenda yesterday was an indication that he is aware of the effectiveness of legislation in the continuous growth trajectory of people’s livelihoods. The legislative bills tabled for Parliament are the bedrock on which the country builds towards achieving Vision 2030, said Gambiza.

Political commentator, Calven Chitsunge, commended the President for giving priority to climate-based legislation, which is also a top priority area in the global environment, as evidenced by previous agendas and resolutions at COP26 Summits in the past years.

“It is strategic that the President laid out climate-based legislation to be implemented by Parliament. His thrust indicates that Zimbabwe is a green climate-conscious nation that is a co-worker with the family of nations in creating a safe planet for future generations. He is a hands-on man who is also pragmatic. Zimbabwe will meet regional and international obligations by scheduling the implementation of the much-anticipated Climate Change Bill.

The Climate Change Bill will regulate greenhouse emissions and facilitate low-carbon development technologies. Zimbabwe will be enhanced by this climate change bill after implementation, as the international community will view the country as environmentally conscious and aware,” said Chitsunge.

Meanwhile, Cabinet Ministers are already hands-on deck, helping the President implement the NDS1 targets. The Ministry of Finance and Investment Promotion has embarked on a path to mobilise resources to grow the economy through alternatives such as public-private partnerships.
