People in Rusape have applauded the Government for introducing the Electronic Learner’s License Testing System (ELLTS) at the Vehicle Inspectorate Department (VID) Rusape depot as part of a raft of new measures to reduce corruption in the acquisition of drivers’ licences.
Last Tuesday, Government launched ELLTS at Rusape VID depot and the residents applauded the move saying that it would reduce corruption that was rampant at all VID depots during the issuance of drivers’ licenses.
Speaking to this publication, an instructor at Go Easy Driving School, Tatenda Gundani hailed the new system and highlighted how the system enhanced transparency and reduced human involvement in the issuance of drivers’ licenses.
“In the past most learner drivers, desperate to land their hands on a provisional driver’s licence, resorted to illegal secret payments of the corrupt VID officials, who would leak the examination questions to prospective drivers, a higher payment would ensure that one simply turns up for the examination and not even bother answering any of the 25 questions correctly, with the examiner taking care of the pass rate.
“The new system makes the whole process transparent as opposed to the old system which was prone to abuse from the corrupt officials,” said Gundani.
Mavis Chikanda told this publication that the introduction of ELLTS in Rusape was long overdue as the system would help reduce corruption as well as human interaction during the issuance of drivers’ licenses.
“We are happy that our VID depot has now been computerised. It means that corruption would be eliminated as human interaction during writing of provisional driver’s licences tests would be reduced. I hope the system would go a long way in enhancing efficiency at the depot and quicken the issuance of licences,” said Gumbo.
Meanwhile, the Second Republic has since declared zero tolerance to corruption in line with Vision 2030 and launched the new system which was developed under the Zimbabwe Integrated Transport Management System (ZIMTIS).
