Harare City Council employees are involved in damaging infighting caused by factional fights pitting suspended Town Clerk Engineer Hosiah Chisango and Director of Works, Engineer Isaiah Chawatama.
Council sources told Harare Post that the infighting among council employees is undermining council operations.
“There is a fight at Harare City Council (HCC) pitting officials linked to suspended Town Clerk, Engineer Hosiah Chisango and those aligned to his nemesis, Director of Works Engineer Isaiah Chawatama. The infighting between the two caused the management meeting that was scheduled for last Wednesday to be aborted as only three out of eight directors turned up for the meeting,” said the source.
According to the source, Engineer Chisango’s camp consists of Acting Director of Finance, Stanley Ndemera and Acting Chamber Secretary Charles Kandemiri, among other officials.
Ndemera and Kandemiri didn’t attend the aborted meeting as they were fearing that they might be arrested by investigators from the Special Anti-Corruption Unit for unprocedural sale of stand 402, Vainona Township, which is currently under lease to Mt Pleasant Sports Club.
The same source added that the chaos at Harare City Council has reached alarming levels as employees who were previously suspended on allegations of abuse of office were being unprocedurally reinstated.
“The chaos at HCC has reached alarming levels with officials who were under suspension being unprocedurally reinstated before investigations could be finalized. For instance, Acting Town Clerk Mabhena, reinstated Head of Human Capital Administration, Bozman Matengarufu last Tuesday before investigations into allegations of over recruiting council employees in 2018 could be finalized,” added the source.
The continued chaos and bickering at HCC is crippling service delivery and if the infighting among employees is not addressed soon, the capital city would plunge into further disaster.
