Zimbabwe Revenue Authority (ZIMRA) is offering excise duty refund on fuel through the promulgation of statutory instrument 72 of 2019, customs and excise fuel supplied to approved beneficiaries refund regulations.

In a press statement, the Authority said statutory instrument 72 of 2019 facilitates for fuel beneficiaries to apply for a refund of excise duty on fuel.

“The promulgation of statutory instrument 72 of 2019 facilitates for approved beneficiaries to apply for a refund of excise duty on fuel purchased for use in the identified productive sectors namely Agriculture, Mining, Manufacturing and Transport.

“Refund is provided for in terms of Section 120 as read with section 125 of the Customs and Excise Act and applies to leaded and unleaded petrol, power kerosene, illuminating or heating kerosene and diesel fuels purchased from 13 January 2019 to 22 February 2019,” said the Authority.

ZIMRA also said only approved beneficiaries who would have registered with the Authority will benefit from the fuel refund facility.

“The fuel duty refund will only benefit approved beneficiaries in the Agriculture, Mining, Manufacturing and Transport sector who have successfully registered with ZIMRA through their respective business Association.

“Ministry of Finance and Economic Development has prescribed registered beneficiaries to meet the following criteria, should not have increased the price of their goods and services relative to the change in the price of fuel in the specified period, should be registered and compliant for tax purposes, should be members of recognised business associations and should provide evidence of the use of the fuel,” said ZIMRA.

Government is making efforts to ensure that fuel is available to productive economic sectors, a move which shall eventually reduce demand for fuel, thereby reducing fuel shortages and queues.
