A key highlight of the session was the reinforcement of accountability measures, with performance contracting being extended to Deputy Ministers for the first time.
“Every Ministry, Department, and Agency must uphold the highest standards of professionalism. Excellence is not an option; it is a necessity,” the President stressed.
He further warned against corruption, inefficiency, and the manipulation of processes, urging ministers to ensure value for money in procurement and service delivery.
Cabinet members were also reminded of their responsibility to engage with citizens and address their concerns.
“All our efforts should leave no one and no place behind,” he said.
Recognizing Zimbabweans’ entrepreneurial spirit, the President directed ministries to eliminate bureaucratic bottlenecks that hinder investment.
“Business should not suffer from prohibitive regulations, excessive fees, or cumbersome licensing processes,” he stated, encouraging policies that foster economic growth and improve livelihoods.
Regarding the recent floods affecting parts of the country, the government pledged swift intervention to support displaced families and repair damaged schools, roads, bridges, and clinics.
“No community will be left in distress. Government will do its best to support those in need,” he assured.
Infrastructure development remains a top priority, with a focus on water supply in major cities and wastemanagement improvements at both household and council levels.
Zimbabwe’s 45th Independence Day celebrations will be held in Gokwe-Nembudziya, as part of the Second Republic’s commitment to rotating national events across all provinces. Meanwhile, on the international stage, the Osaka 2025 Expo will provide an opportunity to showcase Zimbabwe’s economic potential and attract global partnerships.
In closing, the President urged all Cabinet members to embrace a culture of collective responsibility and decisive leadership.
“There is no room for lethargy or fence-sitting. I demand boldness in executing Ministerial duties,” he declared.
With a clear roadmap for 2025, the government is set to accelerate economic development, strengthen governance, and improve service delivery, ensuring Zimbabwe stays on course to achieve Vision 2030.
