Zanu Pf candidate, Tonderai Mutasa, was on 21 November 2024 sworn in as Ward One Councillor in Victoria Falls, following a High Court ruling that disqualified his opponent, Ephias Mambume, over unpaid council rates and water charges.
The court determined that Mambume was ineligible to contest under Section 119 of the Electoral Act, which prohibits individuals from standing for election if they owe a council for more than four months.
This ruling reversed Mambume’s nomination and declared Mutasa as the duly elected councillor for Ward One.
Mutasa’s swearing-in ceremony was conducted by Town Clerk Ronnie Dube in compliance with the court order.
This development marks a significant milestone for Zanu Pf, which now holds two seats in Victoria Falls City Council, one through direct election and another through proportional representation.
The city council comprises 11 directly elected councillors and three women elected through proportional representation.
Mambume, who was previously recalled by the Citizens Coalition for Change (CCC), had entered the race as an independent candidate.
However, his campaign was derailed when the court upheld the council’s claim that he owed rates and water charges for his properties, making him ineligible for election.
This disqualification, less than two weeks before the 30 November by-election, has raised questions about compliance and readiness among candidates.
Legal expert Advocate Hilda Nyikadzino urged aspiring candidates to ensure compliance with the law before submitting their nominations.
“Candidates must prioritize fulfilling their legal obligations, such as clearing any debts with councils, to avoid disqualification. Adhering to electoral laws is not just a legal requirement; it ensures the integrity of the democratic process,” said Nyikadzino.
For Zanu Pf, Mutasa’s victory solidifies the party's growing influence in Victoria Falls, traditionally a stronghold for opposition parties.
Meanwhile, Zanu Pf supporters hailed the High Court ruling and expressed confidence in Mutasa's ability to represent the ward effectively.
