The devolution and decentralization thrust in Zimbabwe, initiated under the Second Republic, marks a significant shift towards inclusive governance and balanced regional development.
This strategy aims to empower local Government authorities, ensuring that development reaches all corners of the country, in line with the mantra of ‘leaving no one and no place behind’.
Speaking at the commissioning of the Shurugwi Female Prison solarized borehole, Midlands Provincial Affairs and Devolution Minister, Owen Mudha Ncube said, “We appreciate the timely response by His Excellency the President of the Republic of Zimbabwe, and SADC Chairman, Cde E.D. Mnangagwa, through the Presidential Borehole Drilling Program, which has made today’s event a reality.
“The borehole project was initiated following my last visit here in December 2023, when I handed over proceeds from our successful Independence Ball fundraising dinner held in Kwekwe,” said Minister Ncube.
Devolution has the ability to increase efficiency and effectiveness, to the operations of local government institutions, by minimizing bureaucracy owing to ensuring levels of decision making are closer to people, thus, fostering national development.
The devolution agenda is backed by constitutional amendments and substantial financial support.
“Devolution of functions and resources bring Government closer to the people. It strengthens local governance and deepens democracy by enhancing citizen participation in their governance and development.” said Mr Alderman David Mutasa, President of the Zimbabwe Local Government Association.
It is part of the Second Republic’s broader strategic initiative to support correctional institutions, not only with essential resources but also, with opportunities for career development.
“Government is introducing business units at every water point under the Agriculture 8.0 Program to provide fresh, nutritious food for inmates and offer valuable agricultural skills that aid in the rehabilitation and future re-integration of inmates into society,” said Ncube.
This intervention underscores the second republic’s belief in the capacity of every individual, regardless of their circumstances to contribute meaningfully to nation development.
Government implemented the devolution agenda with the main objective to achieve economic growth and development through a system which is community based and people centered, that ensures equitable, sustainable and shared responsibilities to benefit the citizens nationwide.
