The Ministry of Local Government and Public Works is set to launch Operation Chenesa Phase 3 in Glen View 3, Harare, today as part of ongoing efforts to restore order and improve hygiene in urban areas.
The latest phase builds on the successes of the first two stages, which targeted illegal dump sites, unregulated vending, and informal structures in various parts of the capital.
Local Government Minister Daniel Garwe, speaking ahead of the launch, said the government remained committed to ensuring clean and organized cities.
“Operation Chenesa is not just about cleaning up waste; it is about bringing back order to our urban spaces. We cannot allow our cities and towns to be overrun by illegal structures, uncontrolled vending, and poor waste management. This is about creating a healthy and habitable environment for all residents,” he said.
Harare Mayor Jacob Mafume, commenting on the programme, acknowledged its importance but emphasized the need for long-term solutions. “While Operation Chenesa helps restore order, we must also focus on lasting waste management strategies, such as improving refuse collection, increasing waste disposal sites, and enforcing city bylaws,” he said.
Residents of Glen View 3 have welcomed the upcoming clean-up, saying their area has been plagued by uncollected garbage and illegal vending. “We are happy to see this initiative coming to our community because waste management has been a big problem here. We just hope authorities will maintain this effort,” said Fiona Chitsunge, a local resident.
Operation Chenesa, which means “Operation Clean-Up,” was introduced in 2023 to address deteriorating sanitary conditions in cities and towns. Phase 1 focused on clearing illegal vending stalls and garbage dumps in Harare’s central business district, while Phase 2 extended the programme to Mbare, Highfield, and other high-density suburbs. Authorities say these efforts have significantly improved waste collection and reduced the risks of disease outbreaks linked to poor sanitation.
Residents have also been urged to cooperate with the clean-up efforts by properly disposing of waste and adhering to city regulations. Operation Chenesa Phase 3 is expected to continue in other suburbs, with the government emphasizing that maintaining cleanliness is a collective responsibility.
