The Harare City Council (HCC) is currently facing significant scrutiny due to a series of alarming issues, including allegations of neglecting workers' welfare and financial mismanagement under the leadership of Mayor Jacob Mafume.
A source within HCC said that these concerns have prompted the Government to take bold action by establishing a Commission of Inquiry to thoroughly investigate these allegations.
“Employees at HCC have reported severe difficulties as salaries for March and April remain unpaid. This financial strain has led to widespread absenteeism, with many workers unable to afford basic transport to work. Those who manage are often dispirited, impacting their overall performance and the efficiency of council operations,” said the source.
The source added that the council’s problems extend beyond financial mismanagement.
“In areas like Southlea Park and Stoneridge, there has been a notable disregard for zoning laws, allowing residents to construct homes haphazardly, which has caused significant community discord and damaged the integrity of urban planning. The council has gone to the dogs," said the source.
Further exacerbating public discontent, the source reported that it has come to light that while the council struggles financially, HCC's top management, including Mayor Mafume, receive exorbitant salaries.
“There are reports that the Mayor earns up to USD$20 000 monthly,” added the source.
Amid these challenges, Government has responded by appointing Retired Judge Justice Maphios Cheda to lead the Commission of Inquiry.
This decisive measure has been interpreted by governance experts as a reflection of Government’s commitment to rectifying the situation by investigating the alleged wrongdoings thoroughly and impartially.
Governance expert Miriam Njanji commended Government’s approach, stating, “The establishment of a Commission of Inquiry underscores Government's determination to restore sanity and uphold the rule of law in Harare.”
Meanwhile, this initiative is likely to be a critical step towards enhancing transparency, ensuring accountability, and rebuilding trust in the City's governance, aiming for a more stable and prosperous future for Harare.
