Minister of State for Provincial Affairs and Devolution in Matabeleland South Province, Honourable Albert Nguluvhe, recently held a high-level stakeholder engagement meeting in Plumtree Town aimed at reinforcing collaboration for effective implementation of the national devolution agenda.
The meeting brought together a broad cross-section of leadership from Mangwe, Bulilima, and Plumtree, including council officials, traditional leaders, heads of Government departments, councillors, and representatives from the Zanu PF Party.
Minister Nguluvhe used the platform to formally introduce himself to local stakeholders and articulate his vision for Matabeleland South Province’s development.
Emphasising the importance of devolution as a key pillar of the Second Republic’s governance model, he called for stronger coordination across sectors to drive sustainable, people-centred progress.
“Devolution is about placing decision-making and resources closer to the people. Our goal is to ensure that every district in this province becomes a hub of opportunity and development. This requires unity of purpose, transparency, and consistent engagement across all leadership structures,” said MinisterNguluvhe.
Minister Nguluvhe encouraged stakeholders to align their development plans with national priorities, stressing that the effectiveness of devolution depends on community ownership and the willingness of institutions to cooperate.
He further noted that local councils and traditional leaders are the frontline agents of transformation.
“We must speak with one voice, plan together and implement together. This is how we move forward by embracing shared responsibility and ensuring that no ward, village, or town is left behind,” he said.
Participants echoed the Minister’s sentiments, pledging to enhance coordination in project planning, resource mobilisation, and service delivery.
Stakeholders at the meeting agreed that the success of devolution hinges on consistent engagement and strong partnerships between Government, traditional leaders, civil society and business.
Meanwhile, the engagement featured contributions from Senior Government officials, including Permanent Secretary for Provincial Affairs and Devolution, Dlamini-Maseko and Provincial Director of Local Government and Public Works, Zachariah Judah.
