In a landmark development aimed at honouring the legacy of Zimbabwe’s liberation heroes, the Government has signed a Memorandum of Understanding (MoU) with a private developer to provide residential stands to 50,000 veterans of the liberation struggle.

The agreement, signed between the Ministry of Veterans of the Liberation Struggle Affairs, the Ministry of Local Government and Public Works, and Prevail Group of Companies, forms part of the broader Presidential Stands for Veterans of the Liberation Struggle Programme.

The initiative reflects the Second Republic’s ongoing commitment to improving the welfare of war veterans by offering them tangible and dignified benefits for their service to the nation.

Speaking at the signing ceremony, yesterday, Minister of Veterans of the Liberation Struggle Affairs, Senator Monica Mavhunga, emphasised that the project will be implemented transparently and in line with constitutional provisions.

“The Second Republic is concerned about the welfare of veterans. We are glad that we are fulfilling what is required by the statutes of the constitution. The first phase will benefit 50,000 veterans of the liberation struggle and we are going to do the programme transparently,” she said.

The arrangement also ensures compliance with Section 23 of the Constitution of Zimbabwe, which mandates that a portion of national development projects be allocated to war veterans.

Minister of Local Government and Public Works, Daniel Garwe, reiterated the government’s commitment to constitutional obligations.

“Section 23 of the Constitution has provision for looking after war veterans, and that 20 percent of developments taking place must be set aside for them. These agreements for the development of stands for war veterans are part of that constitutional commitment,” he explained.

Under the terms of the MoU, Prevail Group of Companies will lead the development of the residential stands, including the provision of necessary infrastructure and services to ensure the stands are ready for occupation.

“We are happy to be part of this initiative. We are ready to start the work so that war veterans can benefit from this initiative,” said Dr Paul Tungwarara, Chairperson of Prevail Group of Companies.

The new housing project adds to a list of Presidential initiatives targeting war veterans, including the War Veterans Borehole Programme and the War Veterans Housing Scheme.

This latest intervention is expected to significantly enhance the living conditions of thousands of veterans, acknowledging their sacrifices and embedding their legacy within Zimbabwe’s ongoing development agenda.
